    • Director, Department of Transportation Cyber Security Management Center responsible for cyber security response program for networks, was the functional manager and practitioner of threat identification, remediation and incident response mechanisms, designed from concept to implementation the Advanced Threat Analysis Group (ATAG), created the Shared Service Provider business negotiating with security technology vendors and managed service providers, and developed and implemented the CSMC Shared Services Program Management Office responsible for the $30M budget and leadership for every aspect of protection, detection, response, actionable intelligence, and network media analysis relating to cyber incidents and cyber terrorism for federal agencies as a Shared Service Provider Center of Excellence 2007 through 2013
    • Program Director, FAA Cyber Security Incident Response Center responsible for all planning, development, construction, and implementation to full operating capability the agency’s security operations center of the 24x7 facility offering the detection and response to cyber incidents and terrorism managing all aspects such as operations, budgeting, hiring and procurement with satellite offices in five locations nationwide 2001 through 2007
    • Program Manager, FAA Office of Information Systems Security established a team of United States delegates to support the creation of an annex to the International Civil Aviation Organization (ICAO) tri-yearly proceedings written to establish international standards for cyber security responsiveness to threats to international aviation on a global scale with over 188 countries and nation states participating 2000 through 2001
